PROBLEM TO BE SOLVED: To provide a device capable of securing copyright protection by simplifying a control system in copying data between recording media having different control formats respectively. SOLUTION: The recording/reproducing device for recording/reproducing digital signals to/from first and second recording media is provided with a memory for temporarily storing the digital signals, an I/O part for inputting/outputting control signals for recording and reproducing, a control part for controlling two different systems for the first and second recording media on the basis of the control signal of one system inputted to the I/O part, and an arbitration part for processing the writing/reading of digital signals among the first and second recording media and the memory by time division. By recording a signal recorded in the first recording medium in the second recording medium through the memory, the copying or the like of data between the different recording media can be performed without passing through the I/O part.
