PROBLEM TO BE SOLVED: To provide an electrifier by which electrifying potential of a surface of a photoreceptor is stabilized and the entire amount of discharge is decreased, without increasing a size of the electrifier and a voltage applied to a discharge wire, and also to provide an image forming apparatus having the electrifier. SOLUTION: The electrifier 1 includes: the discharge wire 2; a shield case 3 that surrounds the discharge wire 2; and a grid 4 which is disposed between the discharge wire 4 and the photoreceptor 5, and electrically non-conductive with the shield case 3. The electrifier 1 electrifies the photoreceptor 5 in such a manner that voltages which have the same polarity and absolute values having the following relation, a voltage applied to the discharge wire 2> a voltage applied to the shield case 3> a voltage applied to the grid 4, are applied to the discharge wire 2, the shield case 3, and the grid 4.
