<P>PROBLEM TO BE SOLVED: To control starting or performance so that the maximum demand of power consuming equipment will not exceed target power. <P>SOLUTION: Starting or the performance of equipment to be controlled and equipment not to be controlled in normal operation is sequentially controlled in accordance with the order of priority. This control is carried out so that the total of power consumption of the power consuming equipment 2, measured by a power measuring means 4, is matched with target power inputted by a target power inputting means 5.
