PROBLEM TO BE SOLVED: To provide an inter-network connecting apparatus capable of reducing the number of global addresses without discarding packets even if a large number of converters are installed. SOLUTION: The problem can be solved by the inter-network connecting apparatus provided with a first tunnel setting means for setting a first tunnel between a first network and the inter-network connecting apparatus, a second tunnel setting means for setting a second tunnel between a second network and the inter-network connecting apparatus, an identifier providing means for providing a tunnel identifier to each of the first tunnel and the second tunnel, an identifier converting means for converting a first tunnel identifier written into the header of a packet received from a node in the first network into a second tunnel identifier, and a packet transfer means for transferring the received packet to a node in the second network according to the converted second tunnel identifier.
