PROBLEM TO BE SOLVED: To provide a form panel which is constituted by fixing a reticulate object to a lattice body formed of wire rods and which prevents the reticulate object from being easily disengaged from the lattice body by a force and an impact, applied from the outside, a building form using the form panel, and a concrete foundation. SOLUTION: The form panel is constituted by sandwiching the reticulate object 2 between the opposite lattice bodies 1 and 1a facing each other. The lattice bodies 1 and 1a are superposed on each other by being displaced in the axial direction of lateral wire rods 12 and 12a, so that each longitudinal wire rod 11a of the other lattice body 1a can be juxtaposed to each longitudinal wire rod 11 of one lattice body 1 in such a manner as to be adjacent or close to the axial direction of the lateral wire rods 12 and 12a. Thus, a part of the reticulate object 2 is sandwiched between the longitudinal wire rods 11 and 11a which are juxtaposed in such a manner as to be adjacent or close to each other, so as to be bent in a direction crossing the axial direction of the lateral wire rods 12 and 12a.
