PROBLEM TO BE SOLVED: To easily set a paper roll without bothering the hand of a paper filling person. SOLUTION: When the paper roll 5 is charged, a tip detection sensor 180 follows up the outer peripheral surface of the paper roll 5 by a separating lever 170. When a feed shaft 10 is rotated to rotate the paper roll 5 in the direction reverse to the paper delivering direction, the tip of the paper 5 peels off the outer peripheral surface of the paper roll 5 by its self-weight. When the tip detection sensor 180 detects that the tip of the paper 5 peels off the outer surface of the paper roll 5, the feed shaft 10 is rotated in a direction in which the paper 5 is delivered. When the paper 5 is delivered, the tip of the peeled paper 5 is guided to a feed roller 210 by a first paper guide 300, a second paper guide 310, a third paper guide 320, and a fourth paper guide 330.
