<p><P>PROBLEM TO BE SOLVED: To provide an electronic bid method and a system which can select a manufacturing apparatus which performs mask manufacture and selects a semiconductor fabrication factory which performs semiconductor manufacture, in design phase of semiconductor. <P>SOLUTION: In a mask apparatus, optimal qualification for manufacturing a mask required for manufacture of a semiconductor chip is obtained by the designation of requirement specification such as functional specification, performance, chip size, manufacturing cost, and appointed date of delivery of the semiconductor chip in which a semiconductor manufacture truster entrusts manufacture.
