PROBLEM TO BE SOLVED: To provide a substrate for aligning a liquid crystal, with which the manufacturing process is simplified and a wide viewing angle is attained. SOLUTION: In the substrate for aligning a liquid crystal having an electrode to apply voltage and an alignment layer 5 to align directors of liquid crystal molecules in a liquid crystal along a normal direction of the substrate disposed on a substrate surface, an inclined alignment controlling region 6 to align the directors of the liquid crystal molecules in a direction inclined against the substrate normal direction is formed on a part of the alignment layer 5. Also the inclined alignment controlling region 6 is formed so that the rest of the alignment layer 5 is partitioned and formed as a vertical alignment controlling region to align the directors of the liquid crystal molecules in axial symmetry when voltage is applied. In this case, the vertical alignment controlling region 5 is preferably a hydrophobic region and the inclined alignment controlling region 6 is preferably a hydrophilic region.
