PROBLEM TO BE SOLVED: To cope with various ground states, to level the ground surface of grounds efficiently with relatively small force in a short time while grinding it and to perform maintenance finely. SOLUTION: For a leveling tool 15, the tip of a holding rod 5 is attached to the center part of a side face on the side of the upper long side of a rectangular leveling plate 1. The center part of a turning support plate 7 is pivoted turnably to a turning shaft 6 provided on both side faces on the side of a short side of the rectangular leveling plate 1, and one surface leveling plates 8, 8 or brushes 9 are disposed to both tip parts of the turning support plate 7.
