摘要 <P>PROBLEM TO BE SOLVED: To provide a method for measuring and compensating an optical transmission characteristic using a Q value and a bit error rate for performing measurement and compensation at high speed, and to provide its instrument. <P>SOLUTION: The instrument includes a transmission characteristic measuring means and a transmission characteristic compensation operation control means. The transmission characteristic measuring means selectively changes over the measurement of the "bit error rate" and the measurement of the "Q value", so as to use the measurement of the "bit error rate" in a state that the optical transmission characteristic to be measured till a fixed measurement time is required for measuring the "Q value" elapses is deteriorated, when the optical transmission characteristic is measured in one embodiment of the present invention, and to use the measurement of the "Q value" in a state that the optical transmission characteristic to be measured after the fixed measurement time elapses is excellent. The transmission characteristic compensation operation control means selectively utilizes the "Q value" and the "bit error rate" measured by the transmission characteristic measuring means, so as to control the compensation operation of the optical transmission characteristic to be compensated.
