PROBLEM TO BE SOLVED: To provide a mat disassembling treatment apparatus capable of easily recovering the internal structure such as a spring body of a mat and a surface layer band such as a fabric thereof after the mat is disassembled, and a mat disassembling treatment method. SOLUTION: The mat 20 is transferred through a gap between a pair of shafts 2a and 2b arranged so as to leave an interval and the end parts of the fabric 20a of the mat 20 are grasped by a plurality of the toggle clamps 11 of bars 10a and 10b arranged in the passing direction of the shafts 2a and 2b while the shafts 2a and 2b are respectively used as rotary shafts to feed the bars 10a and 10b in the direction opposite to the transfer direction of the mat 20. The fabric 20a is peeled from the spring body 20b to be fed in the direction opposite to the transfer direction of the mat 20 along with the bars 10a and 10b, and the spring body 20b, from which the fabric 20a is peeled, is fed out in the transfer direction of the mat 20.
