PROBLEM TO BE SOLVED: To establish good lubricating performance stably for a long period by forming a lubricating resin layer of uniform stratification embodied in a simple constitution. SOLUTION: In manufacturing a shaft member 21 to be installed capable of making relative rotation with a bearing member 13, a metal core 21a to constitute a base frame of the shaft member 21 is provided previously, and the lubricating resin layer 23 having oil resistant characteristic is formed on that outer surface of the metal core 21a mating with at least the dynamic pressure surface, wherein the lubricating resin material 23 is projected radially from the rotational center position X of the metal core 21a toward the outside in the radial direction, and thereby the lubricating resin layer 23 having approximately a uniform layer thickness is generated, where a high mechanical strength and a high processing accuracy are obtained, and the lubricating resin layer 23 having a uniform layer thickness is formed with a high precision.
