PROBLEM TO BE SOLVED: To solve the problem that the commodity value of a horizontal reinforcement block is lowered by irregularity in appearance, a lateral-striped pattern and the like. SOLUTION: In the horizontal reinforcement block equipped with cavity parts in which horizontal reinforcements are inserted, the inner surface lower end parts of both side walls on the opening side of each cavity part have vertical surfaces or the regions from the lower parts of the inner surface lower end parts to the upper parts thereof have vertical surfaces. In the pull-out core for molding the horizontal reinforcement block used for molding the cavity parts of the horizontal reinforcement block provided with the cavity parts in which the horizontal reinforcements are inserted, the shape of a lower opening is almost semi-cylindrical and the outer surface lower parts of both side surfaces of a lower opening part have vertical surfaces or the regions from the outer surface lower parts to the outer surface upper parts are formed so as to have vertical surfaces.
