The aim of the invention is to develop a water accumulating material which exhibits a higher water absorption capacity with respect to actually used water absorber, is easily dosed and largely used. For this purpose, a biodegradable flat substrate and a water absorber whose particles are uniformly fixed to the substrate are used.
