PURPOSE: A heating system of a water heater and a manufacturing method thereof are provided to secure a compact design by exposing only a power terminal to the outside without occupying the space by the heater and to increase quickly the water of a hot water tank up to the desirable temperature by transmitting directly resistance heat generated from a heating element to the water. CONSTITUTION: A heating system of a water heater is composed of a hot water tank(30) for storing the water fed from the outside and a plane-type heating element(31) integrated to the hot water tank and heated by power to heat the water contained in the hot water tank. An electrical insulator is coated over the heating element. The heating element is formed on an inner surface or an outer surface of the hot water tank.
