PURPOSE: A heating system of a water heater is provided to reduce an installation space of a plane-type heater, to quickly increase the temperature of bathing water by inserting the heater among heat exchanging pipes in a hot water tank, and to easily control temperature by reducing latent heat. CONSTITUTION: A heating system of a water heater is composed of a hot water tank(30) for storing bathing water(31); a plane-type heater(32) installed in the bathing water storage space of the hot water tank to heat the bathing water in the hot water tank according to the supply of power; and a hot water supplying and heat exchanging pipe(34) penetrating the hot water tank and heating and discharging liquid contents by the bathing water heated by the plane-type heater. The plane-type heaters are arranged plurally. The heat exchanging pipe is made from materials with high thermal conductivity such as copper.
