PROBLEM TO BE SOLVED: To prevent a fraudulent use of a card under the pretense of a proper user. SOLUTION: A system control section 5 prepares department management information including a manufacturer's serial number information of a device available for use as identification information and information concerning consumables such as the limited number of copying sheets available for use and the limited quantity of a toner available for use on the basis of information inputted and set, registers in a system memory 3 and records in a departmental memory card 7. To copy, a card reading/writing section 6 reads the memory card 7 and urges the input of a user code and a password as user authentication information, when the serial number information of own device is found in the department management information read, and permits a copying action when the user authentication information input is registered.
