PROBLEM TO BE SOLVED: To provide a thermally developable photosensitive material having high sensitivity and excellent in film transparency and to provide an image forming method. SOLUTION: The thermally developable photosensitive material includes, on one surface of a support, an image forming layer comprising at least a photosensitive silver halide, a non-photosensitive organic silver salt, a reducing agent for silver ions and a binder, wherein the thermally developable photosensitive material has means for nucleation and an average gradient of a photographic characteristic curve thereof is 1.8-4.3.
