<p>It is intended to provide a drug carrier having gemcitabine enclosed therein by which the release speed of gemcitabine can be controlled and thus a local gemcitabine concentration can be maintained at a certain level over a long period of time. Namely, a drug carrier having gemcitabine and/or its salt enclosed in a carrier made of a membrane wherein the membrane contains, as constituting lipid components thereof, from 0 to less than 35% by mol of cholesterols together with phospholipids.</p>
