PROBLEM TO BE SOLVED: To provide a heat generating rubber sheet which is manufactured by sandwiching planar heating elements having self temperature control characteristics with unvulcanized rubber sheets and hot-pressing them, and prevents the bending of the planar heating elements caused by the thermal expansion/contraction of a rubber material or peeling at each joining surface with the rubber material. SOLUTION: When the plurality of planar heating elements 1 arranged in parallel are hot-pressed with rubber sheets in which a short fiber is contained at a range of 10-30 pts.wt, these heating elements 1 are sandwiched and hot-pressed with the unvulcanized rubber sheets whose coefficient of thermal expansion after being pressed is restrained, to prevent bending of the planar heating elements 1 or peeling at each joining surface with the rubber material, thereby obtaining the heat generating rubber sheet A in which the planar heating elements 1 are integrally formed in a rubber sheet main body 2. The heat generating rubber sheet A does not need components such as a thermostat and an excessive temperature rise preventing sensor, and light-weight and thin-thickness and easily transported. The sheet can be wound easily and stored easily even if the sheet is formed in a long shape, and can be placed flatly absorbing irregularity in a construction surface without causing creases and irregularity in the surface of a product.
