<p><P>PROBLEM TO BE SOLVED: To provide a getting on/off data creation device capable of creating getting on/off data classified according to a predetermined condition with higher precision than before. <P>SOLUTION: This getting on/off data creation device classifies respective passengers to respective trains by using automatic ticket gate data gathering by means of a plurality of automatic ticket gate machines. When two or more trains arrive within a predetermined time (Yes in a step S35), if reserved seat information is included, the passenger is classified to the train designated by the reserved seat information (S36). When a train can be specified by entrance positional information, the passenger is classified to the train designated by the entrance positional information (S37). When a train can be specified by comparison between an entrance time and a departure time of the train from the entrance place, the passenger is classified to the train specified by the comparison result (S38).
