PROBLEM TO BE SOLVED: To prepare a porous polymer membrane which has good water wettability over the whole membrane besides excellent mechanical strengths of a hydrophobic polymer, and in which adhesion of contaminants or adsorption of proteins is less frequent over the whole surface of the porous membrane containing surfaces of fine pores, in the porous membrane comprising the hydrophobic polymer and a hydrophilic polymer. SOLUTION: The porous polymer membrane has a multi-layer structure having the surroundings of a hydrophobic polymer skeleton-structure covered with a very thin hydrophilic-polymer-rich layer.
