PROBLEM TO BE SOLVED: To enable occupants of an apartment house to live peacefully by rejecting interphone connections to annoying visitors while simplifying interphone connections between the occupants and cohabiters or the like. SOLUTION: An outdoor unlocking operation device 6 for temporarily unlocking an electric lock device 2 by a prescribed key, a common interphone 9, and a biometrics sensor 5 are arranged outside a common entrance, and an apartment interphone 9 configured so as to be able to communicate with the common interphone is arranged in each apartment, and personal biological discrimination data are stored in a storage device 21 by the biometrics sensor 5 and thus preliminarily registered. A controller 10 collates read data of the biometrics sensor with preliminarily registered personal biological discrimination data and permits communication with an apartment interphone 9 of an apartment inputted by a ten key 13 of the common interphone in response to deciding coincidence between both data, and the electric lock device 2 temporarily unlocks a door 3 of the common entrance 1 in accordance with an unlocking signal from an indoor unlocking indication button 18 provided to the apartment interphone 9.
