PROBLEM TO BE SOLVED: To achieve human life protection and property maintenance by shortening a time of monitoring interruption in modifying setup data considerably in a monitoring system comprising terminal equipment, a main repeater, and a receiver. SOLUTION: The monitoring system 1 comprises at least one main repeater 30 for controlling a plurality of terminal equipment 50 on the basis of the setup data and the receiver 10 for controlling the main repeater 30 via a transmission line 20. The receiver 10 has an RAM 14 for storing new setup data and a CPU 11 for generating compression data by compressing the setup data stored in the RAM 14 and transferring the same compression data to the main repeater 30 via the transmission line 20. The main repeater 30 has a CPU 31 for expanding the compression data transferred by a compression data transfer means 11 to make them setup data and writing the setup data in a flash memory 33.
