PROBLEM TO BE SOLVED: To stabilize height of a sliding magnetic head for magnetooptical recording while information recording and under standby and to reduce an entire thickness of an information recording and reproducing device. SOLUTION: The device is constituted with: a fixed body 32, a suspension 33 connected to the fixed body 32 and bent toward a magnetooptical recording medium in an unrestrained state; an arm 34, which is engaged with the fixed body 32 with being free to turn so that a rotation angle toward the magnetooptical recording medium is regulated, and being energized toward the magnetooptical recording medium with the elasticity of the suspension; and an electromagnetic transducer part 35 having a sliding part in sliding contact with the magnetooptical recording medium.
