PROBLEM TO BE SOLVED: To restart format processing without destroying user data written during the format processing even when background format processing is abnormally interrupted. SOLUTION: In restarting background format processing, the presence/no presence of an RF signal in an area in which format data of a disk are to be written is checked (S1). When there is no RF signal (No in S1), the format data are written (S2) and the processing is shifted to processing S3. When the RF signal is present (Yes in S1) in the processing S1, the processing is shifted to the processing S3. Format processing end at which the format data have been written in the whole area of the disk is checked (S3). When the format processing end is not completed (No in S3), the processing is shifted to the processing S1 and the processing of a succeeding area is performed. When the format processing end is completed (Yes in S3), the processing is ended.
