PROBLEM TO BE SOLVED: To make it possible to communicate with a PLC whose object is engineering by enabling an engineering tool only to know address setting of the physical switch of the PLC. SOLUTION: A control device is provided with an engineering-executing personal computer which is connected to a plurality of the PLCs via USBs. The engineering tool can specify the PLC which executes engineering, only with the physical address set by the address switch to make the communication possible by executing automatically communication for inquiring about information on an address switch provided for specifying the PLCs from the personal computer side when the PLCs are detected, storing the address number obtained by the inquiry and the logical handle number allocated from the personal computer side in an address table provided inside the personal computer, and converting automatically the address number to the handle number inside the personal computer without being aware of the logical handle number.
