PROBLEM TO BE SOLVED: To provide a heat developable photosensitive material giving a high sensitivity, high Dmax and low fogging image while using a silver halide rich in silver iodide (high-silver-iodide silver halide) as a photosensitive silver halide, and to provide an image forming method using the heat developable photosensitive material. SOLUTION: In the heat developable photosensitive material having on a support at least one photosensitive layer containing a photosensitive silver halide, a non-photosensitive organic silver salt, a heat developer, a contrast enhancer and a binder, the photosensitive silver halide contains≥5 mol% of silver iodide, the non-photosensitive organic silver salt contains no less than 30 mol% and less than 80 mol% of silver behenic acid, and a glass transition temperature of the binder is≥45°C.
