PROBLEM TO BE SOLVED: To construct a thermal insulation composite panel of close adhesion layer type in a flush manner irrespective of unevenness on a concrete skeleton outer face and guarantee rising through air flow to the outside of coping from an air layer in the thermal insulation composite panel. SOLUTION: A primary fastener 7 is fixed on a front face Sc of a concrete skeleton, a cement plate Pa provided with a channel (a) for ventilation and an upper end of the channel a in an end part of the close adhesion layer type thermal insulation composite panel P with a thermal insulation layer Pb are mutually engaged by a downward protruding piece 12b of a secondary fastener 10, and a bolt is tightened through a long hole 10 in the left and right directions and a long hole 7 in the forward and backward directions arranged by corresponding to the secondary fastener 10 and the primary fastener 7 by adjusting its front, rear, left, and right positions. A coping 3 is supported through a bracket 15 whose front part is fixed above the panel P to prevent air stream in a boundary face clearance (as) of the panel thermal insulation layer Pb and the front face of the concrete skeleton and guarantee air ventilation to the outside through the coping 3 from the channel a in the panel P.
