PROBLEM TO BE SOLVED: To provide a compact device to remove foreign matter and to purify and sterilize introduced water or air without using electric power. SOLUTION: Polluted water or air containing foreign matter is introduced from an inlet port 7 into an outer cylinder 2 to separate and remove the foreign matter by a cyclone action of the outer cylinder 2. The purifying object (water or air) with the foreign matter removed therefrom is introduced into a filter 3, being kept at a proper temperature by a coil-like cooling/heating means 5, to remove fine foreign matter in the filter 3 at the time of introduction, and purified and sterilized by an ionization action in the filter 3. The purifying object is further purified and sterilized by an ozone lamp 6. The treated purifying object (water or air) comes into contact with a purifying and sterilizing body 4, is further sterilized by ionization action and discharged from a discharge pipe 8 to the outside.
