PURPOSE: A method and a device for loading a file of a data broadcasting system without searching an OC(Object Carousel) are provided to perform file loading faster than file transfer to an application program through the JVM(Java Virtual Machine) after searching the file from the OC by making an embedded file system manager directly search/transfer the file to the application program. CONSTITUTION: The OC(31) extracts the file from a broadcasting stream. The embedded file system manager(32) registers/manages the extracted files. An embedded file system(33) stores the extracted files. The application program(36) requests the file and executes the requested file.
