PURPOSE: An apparatus for improving image quality of a photograph having a large difference of illumination intensity and a method the same are provided to make an image sensor of a digital camera to be exposed differently, to obtain photograph images with the large difference of illumination intensity and to improve the image quality of the photograph image by mixing the obtained images. CONSTITUTION: An image sensor(130) obtains identical images having different intensity of illumination as at least two images. A memory(150) stores the images outputted from the image sensor. An image control member(110) divides the stored images stored to the memory into local images having a predetermined size, calculates the dispersion values of local images, compares the calculated local dispersion values with each other, sets differently weighted values according to the dispersion values of local images, combines and reconstructs the local images. A display member(160) displays the reconstructed image.
