A fluid resistance device and a fluid treating device mounted with the same are provided to increase the flow rate of fluid in a predetermined volume by forming a cubical passage structure for increasing the headloss of fluid without sudden change of pressure in an annular disc and accordingly to control the flow of the fluid under super high pressure or high differential pressure. In a fluid resistance device forming a passage by layering annular discs, the passage has a flow module. The flow module is composed of an inlet unit(101) for flowing fluid into the annular disc; a split unit(102) for curving the fluid inserted into the inlet unit and having both ends extended circumferentially; a pair of transmitting units(104a,104b) communicating vertically with both ends of the split unit; a pair of direction change units(105a,105b) extended and bend from each end of the transmitting units; a uniting unit(106) for uniting the extended direction change units; an outlet unit(107) communicating vertically from the uniting unit; and an outlet split unit(108) extended from the end of the outlet unit to both sides and opened to the outflow direction of the fluid of the disc. The fluid passes through at least one flow module in order and then the fluid is split and combined together repeatedly.
