PURPOSE: A horizontal rotating tidal or wind power generator is provided to protect the generator, and to generate power by controlling a blade rotation restricting bar according to intensity of wind or tidal power with an automatic control system. CONSTITUTION: A horizontal rotating tidal or wind power generator is composed of a body and an impeller. When applying tidal or wind power from an M-spot to a K-spot, an impeller group including blades is moved and rotated by receiving force to the large front surface of the blade. Force is applied to the narrow surface of the blade in passing the impeller group at the K-spot, and the impeller is moved and turned to the M-spot by arranging the large front surface horizontally to the force and by minimizing resistance of force. The impeller is moved and rotated stably by regulating the rotation of the blades with blade rotation restricting bars(H).
