PURPOSE: A video communication system using hierarchical codes is provided to reduce picture quality while securing image display with respect to a receiver having a bad communication condition of a transmission path to reduce transmission power. CONSTITUTION: A video communication system includes a transmitter and a receiver. The transmitter encodes an image using a hierarchical coding method to generate a plurality of hierarchy data, and performs error-correcting-coding with high error correcting capability on at least one hierarchy data including the lowest hierarchy data. The transmitter transmits the plurality of hierarchy data including the error-correcting-coded hierarchy data to a transmission path. The receiver corrects an error generated in the transmission path and decodes hierarchy data with quality used for decoding to reproduce the image. |
