PURPOSE: A broadcasting receiving system is provided to allow a program operating on the broadcasting receiving system to easily access scrambled information included in a broadcasting signal. CONSTITUTION: A broadcasting receiving system(2100) includes a service execution unit, a descrambling unit(2104), and a descrambling controller. The service execution unit receives a request for executing service including at least one information unit and executes the service. The descrambling unit descrambles scrambled information. The descrambling controller gives an instruction to the descrambling unit to start descrambling of the scrambled information included in the service when an application downloaded from an external device requests the service execution unit to execute the service.
