PURPOSE: A method of making a traditional Korean cookie(hankwa) with a hankwa manufacturing apparatus is provided. It can fry extruded glutinous rice without splashing oil during frying and recycle a coating material which is not coated on fried glutinous rice, thereby producing high quality hankwa and improving productivity. CONSTITUTION: The apparatus for making a traditional Korean cookie contains: a frying means(100) consisting of a burner part(110), a vessel member(120), a bounce-preventing member(130), a net member(140), a power generating member(150), a lifting member(160) and a guide member(170) to receive a large amount of extruded glutinous rice and automatically change the extruded glutinous rice to fried glutinous rice; and a coating material(komul) coating means consisting of a rotary vessel member, a rotational power generating member, a frame member, a filtering member, a vibrating member and a coating material recovering member to evenly coat a coating material(komul) to fried glutinous rice which is fried by a frying means and coated with taffy liquid, and reuse a coating material which is not coated on the fried glutinous rice.
