The device has an active unit (1) that permits horizontal guiding and acceleration of effluent flow around an outlet of a chimney by Venturi effect. A base (3) forms a conduit traversing a lower blade (1b) at its centre. The height from the tip of the conduit to the neck of the conduit allows progression of foul air, effluent or combustion gas to be extracted from the active unit which is placed by a wind vane type unit (2).
