PROBLEM TO BE SOLVED: To provide a turn device which has simple and inexpensive structure and by which the direction of moving can be changed even during moving or stopping, and to provide a turning method. SOLUTION: The turning device 1 has a moving means and a turning means. The moving means consists of moving parts 40 and 45 and a first power source 3 for driving the moving parts 40 and 45. The turning means consists of a biased weight 4 provided at a device body 2, and a second power source 5 for rotating the weight 4 nearly in a horizontal direction. When the weight 4 is turned to the right, the device body 2 is turned to a right direction by inertial force.
