<P>PROBLEM TO BE SOLVED: To provide an adhesive tape or sheet for winding and stopping a lithium ion battery element capable of impregnating an electrolyte into the element in a short time by exerting high permeability for the electrolyte, and having sufficient adhesiveness. <P>SOLUTION: This adhesive tape or sheet for winding and stopping the lithium ion battery element is characterized by having a base material formed of a porous film, and an an adhesive layer formed on one surface of the base material in a fiber-like form. The base material may be formed of a porous film having a porosity of, for instance, 10-80%, and may be formed of a porous film having heat resistance.
