PROBLEM TO BE SOLVED: To enhance impact stability of a writing electrode against an image carrier by suppressing mutual effect of behavior of writing electrodes 3a in first and second rows in a large number of writing electrodes disposed in two rows on a flexible substrate in the direction perpendicular to one direction while being arranged in one direction. SOLUTION: In a specified number of writing electrodes 3a disposed in two rows in the subscanning direction on a flexible substrate 3b while being arranged in the main scanning direction, a slit 4 or a cut 7 extending in the main scanning direction is made in the flexible substrate 3b between writing electrodes 3a, 3a in the first row and writing electrodes 3a, 3a in the second row. Effect of behavior of a writing electrode 3a in the other row onto behavior of a writing electrode 3a in one row can be suppressed by the slit 4 or the cut 7. Even if the writing electrode 3a in the other row vibrates, vibration of the writing electrode 3a in one row can be prevented effectively and impact stability of the writing electrode 3a against the image carrier is enhanced.
