PROBLEM TO BE SOLVED: To provide a method and a system capable of increasing its surface abrasive grain density by truing and dressing a resinoid bonded grinding wheel. SOLUTION: Laser high concentration forming of a surface of the resinoid bonded grinding wheel, enhances the surface abrasive grain density, while truing the resinoid bonded grinding wheel 11 in the first place. In this process, an abrasive grain existing on the surface of the resinoid bonded grinding wheel 11, is pushed in by a depth of cut of 1/2 or less of the average grain size of the abrasive grain in the inside direction of the resinoid bonded grinding wheel 11. Next, a laser beam is radiated to the surface of the resinoid bonded grinding wheel 11, and a resin bond existing on the surface of the resinoid bonded grinding wheel 11 is removed, to perform setting.
