PROBLEM TO BE SOLVED: To provide a card cutting apparatus which can prevent cut-out margins from sticking to a pair of upper and lower cutting blades in a cutting section for cutting a card sheet in the direction crossing to the sheet carrying direction, and further to provide a method for discharging static electricity in the card cutting apparatus. SOLUTION: In the cutting section 11 of the card cutting apparatus 30, the electrostatic charge to a pair of the cutting blades 20, 21 and the card sheet to be cut by means of the cutting blades is prevented by blowing the ionized air generated in an ionizer apparatus 25 into a cover 22 for covering the upper cutting blade 20 from a pipe blow-out port 23.
