A data take-over device for taking over data on the services of an old IC card when the old IC card carrying services is changed to a new IC card, comprising means for acquiring application list information of the old IC card according to the card identification information collected from the old IC card and means for acquiring take-over data on the service applications in the old IC card according to the acquired application list information and recording the take-over data in the new IC card.
