<P>PROBLEM TO BE SOLVED: To provide a development system for an image forming apparatus which prevents a leak between a supply roller and a development roller with a simple, inexpensive structure and maintains a stable image free from image defects such as black spots or lateral streaks. <P>SOLUTION: Only toner is held on the development roller from the supply roller having two-component developer held thereon. A toner scraping process in which the toner layer on the development roller is recovered to the supply roller side during a non-development interval between latent images and a toner layer reforming process are performed. In addition, at least a thin narrow area where the thin toner layer on the development roller is not scraped during the toner scraping process is provided. Also, the toner is scraped in a region that the development roller makes less than one rotation.
