PROBLEM TO BE SOLVED: To provide a winding apparatus of a stator core which can suitably insert a winding into a slot of the stator core of an internal tooth shape, and to provide a method for manufacturing a stator. SOLUTION: The winding apparatus 100 inserts the winding 6 into first, second slots 51, 52 of the core 3, bridges the winding between the first slot and the second slot, and forms a coil 7. The winding apparatus 100 includes a winding discharging device 200 including a winding discharging unit 230 having a nozzle 231 for discharging the winding 6 to reciprocate and rock over a coil opening angleαaround an axis 3X and to reciprocatingly move in an axial direction 3XP. This winding discharging device 200 includes winding pressing parts 250, 260 having pressing rollers 251, 261 which can press the winding already disposed in the slot radially outward direction of the axis by at least partially being inserted from the inner peripheral surface side of the core into the slot when the winding discharging device is moved in an axial direction to both sides of the circumferential direction of the nozzle 231.
