PROBLEM TO BE SOLVED: To provide an image forming apparatus, a process cartridge, a developing apparatus and an image forming method by which stock management cost and manufacturing cost are reduced without causing any exchange error by a worker on the process cartridges or the developing devices of a plurality of colors.

SOLUTION: A carrier C and a dummy toner DT are housed in a developing section 23 of a new process cartridge 20 so that a plurality of process cartridges corresponding to toners T in a plurality of colors is made common. Each toner T in a plurality of colors is supplied from a toner supply section 32 to the developing section 23 after the new process cartridge 20 is installed in the installing section of the apparatus main body.
