PROBLEM TO BE SOLVED: To prevent the irregularity of the feed speed of a ribbon 51 to the feed-out part toward a molding drum 5 even at the time of high speed operation or the occurrence of the problem caused thereby, in an apparatus for winding the ribbon 51 around a molding drum 5 for manufacturing a pneumatic tire or the member thereof, and a ribbon winding method using it. SOLUTION: An encoder 14A for measuring the feed speed of the ribbon 51 is provided in the feed-out part 1 for feeding out the ribbon 51 toward the molding drum 5. Further, an ecoder device 71 for measuring the position of a dancer roller 21 is provided to the dancer device 2 provided between the feed part 3 of the ribbon 51 and the feed-out part 1. Then, the control of driving for drawing out the ribbon 51 to the feed-out part 1 from a ribbon roll 55 installed rearward is optimized on the basis of the measurement of the encoder device. A belt conveyor device 31 is used in the drawing-out of the ribbon 51 to draw out the ribbon 51 so as to wind the ribbon 51 around the conveyor surface 81a of the belt conveyor device 31 to train the ribbon over the belt conveyor device 31.
