PROBLEM TO BE SOLVED: To provide a method for continuously manufacturing a pre-phosphated steel sheet having a stable performance, and to provide an apparatus therefor. SOLUTION: This method for manufacturing a zinc or zinc-based alloy plated steel sheet having the surface covered with a pre-phosphated coating, by applying a treatment liquid containing zinc ions and a phosphate group onto a zinc or zinc-based alloy plated steel sheet and drying the steel sheet without washing it with water after having applied the liquid, includes using a replenishing liquid for the above treatment liquid, which has substantially the same initial composition and concentration ratio as the above treatment liquid except for excluding the zinc ions.
