PROBLEM TO BE SOLVED: To individually arrange two control levers for unlocking on the side of a seat cushion and the side of a seat back. SOLUTION: In a reclining device, a locking mechanism which can lock turning of a fixing-side member mounted on the side of the seat cushion 10 and a movable-side member mounted on the side of the seat back 14, is unlocked by performing a turning operation of a reclining shaft 25; and a first control lever 30 and a second control lever 32 for operating the reclining shaft 25 to turn around an axis are arranged in an individually distributed state to the side of the seat cushion 10 and the side of the seat back 14. An operating force transmitting system between the control lever 32 and the reclining shaft 25, which can transmit an operating force of the control lever 32 to the reclining shaft 25, is set so as to change the transfer direction of the operating physical force from the control lever 32 with respect to the reclining shaft 25 by following tilting of the seat back 14.
